What is BASIX

BASIX (Building Sustainability Index) is a planning requirement in NSW that was introduced in 2004. The BASIX standards aim to reduce the environmental impact of new homes, renovations, alterations, multi-dwelling and apartment projects by setting minimum standards/targets for energy and water efficiency and thermal performance that new residential developments must meet.

The BASIX standards increased on 1 October 2023 and are now aligned with and complement the National Construction Code 2022. The increased sustainability standards for new residential buildings include:

  • increasing the thermal performance standard from an average of 5.5–6 stars to 7 stars on the Nationwide House Energy Rating Scheme (NatHERS)

  • Introduction of the materials index - to report on construction materials being used so their embodied energy can be calculated.

  • reducing greenhouse gas emissions by 7-11% (depending on location and type of residential development proposed).

The standards have increased for all new residential buildings across NSW, except homes in climate zones 9, 10 & 11 and apartment buildings up to 5 storeys.

These higher BASIX standards/targets will see homes having improved thermal performance, energy efficiency and water efficiency and in turn providing savings on yearly energy & water bills.

A BASIX assessment is carried out using the online BASIX tool where the project must meet the water, thermal and materials target scores. The target scores for each section are calculated on the performance in comparison to the average home built before BASIX was introduced.

The homes construction method, water usage and energy consumption data is input into the tool to meet these targets. If the water, energy, thermal comfort & materials target scores are met, a BASIX certificate can be issued.

When is BASIX required

A BASIX assessment/Certificate is a planning requirement at the development application/complying development stage of the project for all residential dwellings including but not limited too:

  • New single dwellings

  • Granny flats

  • Dual-occupancy dwellings

  • Duplex’s

  • Semi-detached dwellings

  • Secondary dwellings

  • Multi-Dwellings

  • Apartments

  • Townhouses/Terraces

  • Boarding houses/Hostels

Other works requiring a BASIX assessment:

  • Alterations and additions where the renovation work is valued at $50,000 or more

  • The project involves a pool/spa installation with a total volume greater than 40,000 litres.
